Someone threw a Reflector Party

I was driving home the other day and saw this home made mod on a late model JK. On the rear of this JK is a free swinging sheet metal strip with eight red reflectors mounted below the rear bumper. Below that strip is a smaller strip with three more red reflectors. [Arrow points them out]

On either side of the Jeep, underneath where rock rails would go, are more free swinging sheet metal strips with a number of amber reflectors [Arrow points to them]. The safety obsessed owner also mounted amber reflectors on the rear of the front fenders.

I'm not quite certain for the rationale for this. At speed, the rear mounted strips swing wildly and aren't effectively visible to traffic behind and unless one is planning on parking perpendicular to the road, on a train track, or in an intersection; the side mounted reflectors are pointless. In either case, they are too low to effectively be noticed. Red/white DOT reflective tape would be far more effective and cheaper.

Probably been hit a couple times and paranoid about a 3rd. I've seem similar but those are mostly older dodge trucks and the owners are pushing their 70s from their looks.
