Dirt bikes aren't that heavy. Just remember your trailer tow weight is 2000 lbs.

I understand there not that heavy , but with 4 people in it, would it be the best thing to have bags so it doesn't sag?

Most likely will be towing 3 dirtbikes and a quad plus 4 passengers , that's why I threw the airbags option out there , and does anyone know if you can still use them with a 2.5 in suspension lift or only used for stock suspension mainly?

Yes, you can use them with the lift, just not the prepackaged kit. Call AirLift and give them the specs on your coils - inside diameter, static height interior dimension (should be stock bag height + 2.5", in theory), and they should be able to get you the P/N you need.

The only place you are going to run into trouble is with non-OEM lower spring mounts on the axle, in which case you'll have to come up with something clever and do some fabrication to get the bags to work.

Run the bags - you'll be glad you did with the passengers and trailer on.
