Would bed liner spray stick to plastic fender flares?

Stocks yes. Because they are textured.
Some aftermarkets may be smooth and you might have to rough them up first.

I bedlined my Tj's flares and it lasted a good amount of time.

I just did mine last week and they look good. I was gonna buy some new ones but had left over after doing the inside Nd decided to try it out. I know that I went ahead and hit them with some sandpaper just to be safe and figured that they wouldn't look any worse off then the fading gray! The good news is that herculiner attaches to itself so in the future can touch it up if I have too! Way cheaper then brand new fenders!

You see the TV advertisements about the gutter sealing stuff. I don't know what it looks like once it's set up but on the TV it kind of looks like a textured finish like a bed liner. It is flexible. I've got a can sitting here waiting for a couple of gutter corners to dry out enough to apply it. If it looks decent when it sets up I might give it a try on the flares.

Use PlastiDip on your flares. If you havent heard about it read this thread. You can buy it at home depot/Lowes for about 7$ a can and you can get it in different colors online.

Here is mine: They were faded with stains all over them about an hour before these pics:
