What are these for?

I ordered the OEM rubber piece for the dash storage. Well when the package came these where also in the box. I can't find anything in my TJ that uses them.

Good question!!
They don't look at all familiar to me either.
Wrong shape for that little cubby in front of the shifter... it's rectangular. Not at all right for the center cup holder. Wrong shape for the tray on top of the dash and the cup holder on the back of the center console, too small for floor mats...

Umm... INSIDE the center console maybe? OR it could be that they just sent you some spare parts to make you crazy.

I looks like it might fit the piece in front of the shifter on an 03+ TJ. they made the cuby into two different depth compartments.

tiny tiny floor mats.

hmmm maybe they include different models in one package. seems like a waste though to do that.
