With as much detail, where exactly are you prevented from uploading attachments? Do you have the latest version of iOS 7? Do you have pop-ups enabled on your iPad?

At the Reply screen where the Managing Attachments is supposed to have a link to open the window to attach files. All the other links around it (above and below) to other functions are visible. For some reason just with my iPad, the link to Managing Attachments is missing - however I see the list of file types in that section.
I rebooted my iPad - no change. No I haven't upgraded my iPad nor my iPhone to the latest OS version.
