Instead of trying to disable ABS which can be effective in most situations, driving in your area you might want to consider switching over to more effective tires such as Bridgestone Blizzaks or equivalent for the winter.
I have brand new cooper discoverer xt4 snow tires.
Just took my daughter back to my ex wife's and did some more testing.
It seems like the ABS is a bit too sensitive. It will stop in 1/4 the distance or less if I use the emergency / parking brake and lock up the rear tires.
I guess I'm stuck with doing that for quick stops until someone figures out how to reprogram the computer.
I see three fuses (2015 manual) associated with ABS.
M37 ABS / fuel pump relay
J6 ABS pump / Stability Control System
J7 ABS valve / SCS
You can also pull a plug off one of the ABS sensors. When it fails the self test on start up the computer will disable the ABS and you'll just have regular brakes. That's far from an ideal method.

I'd much prefer to turn off only the ABS but will give this a try.
