Electronic Throttle control

I read up in my owners manual about the Electronic Throttle control feature...(Red lightning bolt on dash) what is the purpose of this? I also noticed that when you REV the engine from a standstill the RPM's decrease gradually unlike in other cars where they just drop back down almost instantly just curious as to why the throttle functions this way.
