Notching the bumper probably wouldn't be the worst thing but then again I'm not sure on the design it may have an impact on the strength of the bumper.
It looks like notching is the preferred practice for the after market companies that make a rear bumper to fit with the stock hitch. Take a look at the MBRP Rear Full Width Bumper for instance. There is nothing fancy about what they do to clearance the bumper for the hitch. Just a rectangular hole. Let me know if you have any other questions!
