Most likely a tamper-proof torx bit.

Lately I've run across some tamper proof allen screws and had a heck of a time finding the tool. Ordered a set from Garret Wade, but it's back ordered until 5-1-11.

Spot on guys....shortly after my OP I went to a fastener place that had a tool to fit..thats when I realized it was plastic and not even a fastener at all. Somehow my boot came out its seat and just by a little persuasion and some slight prying on the reataining bezel...I was able to reseat it.
