Tall gears are low range gears like 5.13:1 is taller than a 4.56:1 or 3.21:1. Because the Ring gear in the rear rear end usually grows in diameter so that a smaller pinion gear runs it to increase the number of input revolutions for one complete rotation of the differential-- we call them tall gears. Some do say short gears for low ratios, but, depending on how your differential works these terms are often just rough colloquialisms that are used to describe greater or lower ratio gear sets.
3.21:1 is a shorter gear set when compared to the greater reduction of a 4.10 to 4.56: 1 set.
4.56 is generally the average of what most people suggest for 35's, your local shop is giving you good advice.
Front differential ring and pinions are reverse cut as they spin the opposite way of the rears
I've heard the tall/ short thing go both ways... that's why most shops will stick to saying numerically higher or lower. Less confusion that way
