it all depends on what the maintenance has been like till now. have you had it long? if not, or not much has been done, do it all. ideally all of these should've been done by now. and most of them on their second time around at least.

spark plugs, cap, rotor, and wires
both differential fluids
t case fluid
transmission fluid
coolant

i'm the original owner and have never really done anything other than the normal oil changes. never changed the plug wires, i know i need to do the spark plugs, never done the diff fluids just topped it off. never done the t case fluid, o2 sensors. did the brake pads 15k miles ago. would it be good the flush the radiator? only upgrades is a lift, intake, exhaust, battery and battery wires upgraded when i installed my full stereo system. new ome shocks and ss. and thats about it.

If you can do it, do it. Gearboxes, T - Case, Tranny, Coolant flush, plugs, filters (all of them), brakes, brake fluid, fuel injectors, chassis, everything... Do it all.

I would recommend picking up a factory service manual (ebay) for the '99 TJ. It has all the maintenance schedules and how to perform the work.

Like said above, time to get on it.
