2002 Stock Side Step Issue

I bought my brother in law a pair of the stock side steps for his 02 Tj, they are the ones that hang on the frame but also bolt into the frame with what looks like screw in rivets inside the frame. They are the ones that have the plastic steps. Well last night started to put them on and when I started the bolts into the frame it started to go in nice but got real tight and then nothing, just started to spin inside the frame. Ok well I'll try another one, but the same thing happened, but the best part is I cant seem to back them out now because it just spins, so my question is... what the hell can I do? Thanks fellas!
