Tilt wheel was an option. I'm surprised thou that it doesn't have it. I thought by 03 they just gave up and put it on all of them... My 06 SE has it . Are you sure the lever isn't there but broke off some how?

YA, my 03 have no tilt either.
Not sure about raising it, since it is against dash frame. Might be able to look at that steering column support plate that is bolted to the column and where it hooks to the dash and see if something can be modified to allow a higher position, but not sure.
Maybe adding a new hole slightly, but a small movement there will be bigger further out to the steering wheel. IF the amount moved means the hole is still part of the original, could slide over time from vibrations and use, if so, might add a washer and when you get to the position you want, tighten and tack weld the washers, then remove and weld up, so the bolt will not slip in the future.
But any modification is a risk.

OR Change out the column, but more costly

Ya I was thinking of doing the same.
Also checking if there is any way that I could move that screw up or down alittle that screw does have a big head so it could be covering the size of the hole

Pics, please. I do not think any TJ came with leather from the factory. Plus, he is talking about a 2003 and not a 2004. The SE is the base model with very, very few upgrade options. SE TJs were the only ones that came with factory VINYL seats. I have never heard of factory installed leather seats on a TJ of any trim level, but know that I do not know all that much about the froo-froo stuff like leather seats. I was pretty certain, though, that no SE ever came from the factory with leather seats. So, again, pics, please. I would like to see these seats. I am sure they are very nice and might like to try and fine a pair for my TJ! Also, post up a pic of your build sheet. I want to see the code for those seats. THANKS!

These options were not available on the earlier SE models. You have the 2.4L engine, yes? (And, oddly, your leather seats look exactly like my vinyl ones. Keep your top up if it rains, man! Mine look just like that but are cool with getting wet.)

I see that not only was the SE "allowed" to have the tilt steering in 2004, but that it had become a standard feature on *all* trim levels starting that year. NICE! I love the Tilt in my 2003 Sport and had always wanted it in my 2003 SE.
