98 Wrangler Tranny Problems

First I want to say hello to everyone on the forum before I share my problem

Well, here's the story, my dad bought a 98 4 cylinder automatic Wrangler for my sister. This thing has been nothing but problems since day one (he made an impulse buy and knew there were problems from the start). Anyway, the "drivetrain" is the problem right now. I say drivetrain because we just had the transmission rebuilt and we are back to square one.

My father has adjusted the "bands" and that doesn't seem to be the problem. Here are the symptoms.....The jeep flat out won't use first gear, it always starts in second. Once up to speed, the transmission randomly slips or hunts for a gear (a quick hesitation feeling).

Since we took out the transmission and just had Dodge rebuild it I would like to write that off as not being the problem. I am starting to lean toward some type of sensor or adjustment?

I was told that 4 cylinder automatics are known for hunting gears because they are basically nutless but not using first gear at all seems to be a problem...

Any recommendations would be greatly appreciated!
