accessing blower motor

I have a 99 TJ 4 liter can I access the blower motor by pulling out the battery and Ecm?

Yes, it is replaced from the engine side of the firewall.

Thanks! Where is the relay that is known to go out at? I've pulled the center part of my dash off and checked the wires going to the motor switch and the are all hot. Does that mean the relay is good? I just pulled out the blower and going to have my mechanic at work check it tomorrow to see if it is good but I am trying to eliminate everything.

I guess I should say that the blower wouldn't kick on at any speed.

Hot wiring means excessive current is passing through them and the HVAC fan is the usual cause of that. In good condition, the fan motor draws around 15 amps at full speed but when it starts going bad, it starts drawing more current, over 20 amps is not unusual.
