I had a 99 TJ that did the same thing and I now have an 03 that does it. If you remove your center dash panel and remove your heater/ ac controls, there is a housing that your wires connect to on the back of your heater/ ac control. This housing or the connectors in this housing get hot and start to melt, which in turn causes bad connection, and this connection is what controls your fan speeds. I took some pics of this control to my local Jeep/Chrysler dealer and they told me that this happens quite often, but could not provide me with the part to repair the problem without replacing the whole wiring harness! There was a post that a gentleman posted on how to repair these. Maybe he will read this and repost??? Hope this helped...

I just replaced mine on my 2006. Got the part from a parts store for about 12 bucks. Took out the glove box (20 seconds) and then I think it was just 2 screws and a plug (PITA). On mine you could see it under the dash (below the glove box). Buy the part first so you know what you are looking for. From there it should be pretty simple.

That would be the most likely cause if it only blows on high. Do a search here there are a lot of write-ups on how to change it. I don't think it's too difficult and it's a pretty common problem. Good luck.
