annoying whistling noise (not throttle body spacer it is removed)

I have been trying to catch a whistling noise that starts after the engine is at high rpms and is dropped to a idle. It will start whistling and it will not go away. It will not go away until i pull over and lift the hood and then you can not make it happen. The throttle body spacer has been removed. The noise will also increase in pitch as the throttle is pressed once it starts.

Does it whistle when you are accelerate or when you take your foot off the gas, idling? Only happens in cold weather?

Could be vacuum. Check all your lines with soapy water/spray bottle
