Axle To Ground Measurement

Quick question: When the saying ground clearance at axle and what to measure and check how much lift I actually gained do you measure from the axle tube to the ground or the lower part of the pumpkin. Measurements for stock suppose to be 8.7"-9.2" front / 8.6"-9.1" rear, from some spec TJ research I did. I have a 4" and I am at about 14" from axle tube to ground, did I do it right?

Thanks

Also considering the tire size factor. Let's say you take the measurement I did, axle tube to ground and then subtract the 2" from when it had the stock tires on, 30's. Wouldn't that help to figure it out?
