Blower Motor Not Blowing

Okay so I've had my TJ for about 6 months now and I had fixed the heater on it. I had connected the wire directly to the resisitor which solved the melted harness problem. However, my starter gave out and in the midst of replacing it, something might of have caused my heater to go out. I remember hearing a spark or some sort of blown fuse go out around the ignition switch area i thought it was that at the time but when I put in my starter it worked well. Now I replaced the fan speed switch, the resistor, checked the relay, and jumped the blower motor and it all seems fine. Really trying to figure this out. I took out the connector from the picture and it only reads 12 volts on the second pin from the left.. is this correct? Also I tested to see if I was getting 12 volts on the resistor and relay and I am getting nothing so I assume it is something that isnt giving the switch power. Any help would be greatly appreciated. So guessing you didn't disconnect the battery when you changed the starter. That's a no no.
That spark sound was something powered that got grounded and shorted.

Since I don't know what year your Jeep is, which would help, I'll give you a general set of things to look for. First thing, REMOVE THE FUSE FOR THE AIRBAGS! You don't want to be poking around under the dash and set them off.

Anywho, if it's a 1997,you have 3 fuses in the power distribution center under the hood, two 40's and one 30. Any of those blown can cause no blower.

Also there are 2 in the fuse box under the dash, a 20 and a 10 amp, again if one blown, no blower. Check all of these first.
