Bushing Question

2001 TJ Question about the rear swaybar bushings.
I replaced the rear swaybar bushings due to the amount of play at the upper and lower vertical arm bushings.
The bushings I removed had no metal sleeve for the bolt to pass thru and the hole in the bushing was quite a bit larger than the bolt.
I replaced with (pro-thane) bushings and they have a metal sleeve but it also is larger than the bolt enough that it makes a metal to metal bang when hitting small bumps. I can rattle the arm up and down by hand.

Please tell me this is not the way it is supposed to be !
