A 43 (misfire) code in a '97 or '98 TJ is generally going to be caused by a bad batch of valve springs some 4.0L engines got in those years. Replacing the spark plugs, rotor, distributor cap, fuel injectors, etc. won't help.
The only way to fix that problem is with a fresh set of valve springs and, possibly, a valve job too since the weak valve springs will eventually burn the valves or valve seats too. Jeep has a TSB (technical service bulletin) for this issue which basically just says to replace the springs. A TSB isn't free to have done by the dealer, it's not the same as a Recall which is free due to it being safety related.
