I've replaced the lighter part, so I'm assuming it's the socket. I had this problem with my 1997 Jeep. I had a cell phone holder/charger in my lighter socket. When, I placed my lighter element in it, it just wouldn't "set" and it kept popping out. To make a long story short, I stopped using that cell phone holder/charger, and now my cigarette element works properly. I don't know why, I can only assume that my lighter socket was being stretched out, and now it has constricted properly.
I thought that I had a bad element or a damaged socket. Go figure.
