Clicking

OK can't find it with search. 2000 TJ 4 popper stick. Clicking (same sound as flashers going) Does it the whole time it's running EXCEPT when lights are on, brakes are used, blinkers activated. So all but when any lights are on. Started after we (me and the Jeep) took a bath out at Turkey Bay with no top, 2 to 3 inches of water in the floor and all of it from the sky. Real frog choker downpour. Not a real problem but it is a PITA. Any help would be appreciated.
