cold start

Hey so after searching the forums I couldn't find anything exactly like this so I figured I would ask. Ever since its gotten cold my jeep has a harder time starting in the mornings. When its trying to turn over it does seem do be turning slower and takes longer than usual to start. Any ideas the only thing I can think is the starter because I have a brand new optima battery

Tomorrow morning, turn the key to the on position for about 5 seconds and then off. Do this about 3 time and then immediately crank it. If its faster, then its the regulator on your fuel pump
