do I have to replace this part?

Just saw it the other day.. it ripped from the top.. not sure what it does .. the other side still has it..

Do you know how is it called and if it's necessary to replace it?

Yes you need to replace. It's the sway bar link. Might could upgrade to quick discos now. More money but good time to

I think he's talking about the jounce bumper that's laying in the lower spring perch. Yes, it should be replaced, they just kind of press into the cup that is bolted on the top. The one you have looks like it has split in two, and the rest of it is probably still in the cup.

Either put it back in the cup or replace if needed.
