E-Brake won't go more than halfway down

So as the title reads, my e-brake will not got more than halfway down. I've checked for movement in the cables, even pulled the rotors off to check the e-brake shoes. I tried loosening/ tightening everything, but to no avail. The shoes were still partially engaged when removing the rotor. It seems like something is stuck in the actual lever in a way that it keeps it from going down all the way. Anyone have any ideas of what could be causing this?

Well figured out the problem... There was a bolt that fell under the e-brake handle. Didn't think to check the simplest thing first...

good find, normally its the cable bound up from sitting...
