Cool electrial turnsignal lights when braking

have a new (to me ) 99 tj 2.5 man, when braking i get a slight power draw , radio kind of winks out slightly then come back up , and the right turn signals light up and stays on till brake pedal is released. will do it when running or turned off.
can any one start me in the right direction or have the fix.

thanks
