Engine breaking

So I went offroading today and everything was working fine but once I was coming down the mountain I put my auto transmission on first gear to not use my brakes but instead let my engine break for me. For some reason it wasn't slowing down. Once I got to flat land though and I step on the gas it clearly is in first gear because it revs high and only goes like 5 mph. So first is engaged but not engine breaking for me, does anyone know why it wasn't engine breaking because last time I used it it was working.

Either your axle gearing is too low for the speed your trying to crawl downhill at, or you were rolling too fast for the jeep to shift into first. Did you shift into first from a complete stop before you descended? Also, are you sure you were in 4 low?
