engine lean code

hello all
I have a 97 tj 2.5 its throwing a engine running lean code. i have changed upstream o2 sensor twice and it fixes it for a little while. I have checked for vacuum leaks but have found none. i cleaned throttle body with seafoam replaced iac, exhaust manifold, plugs,wires,cap, rotor, after it warms up while driving it wants to stall when i brake. i was searching and saw that the brake booster could be losing vacuum. how would i check it. it seems like a lot of people have the same lean o2 prob. but no one ever sais if they've ever fixed it and how. any ideas would be greatly appreciated. thanks in advance. this sight is awesome

so i have a 97 wrangler 2.5L stock with 31's

i get the code 51 and 52 wich is
51 A lean air/fuel mixture has been indicated by an abnormally rich correction factor.

52 A rich air/fuel mixture has been indicated by an abnormally rich correction factor.

so i replaced the following

front o2
Rear o2
cat converter (was plugged)
spark plugs
air filter


the code continues to come back and haunt me.... i cant figure out whats wrong.. the old plugs i pulled out were light brown ...not sooty


anyone have any ideas? im about to lose it with this truck...
