Fan issues

I have a 03 tj 4cylinder automatic. I just put a new trans in it last night and when I took it for a test drive last night. I could not help but think that the motor got hot really quickly. Coolant was fine (small leak but fixable). However, I did not see the fan kick on at all. I pulled the connector and got some reading as far as power (not 14.6). Is the fan broke? Is it too little power to get it to kick on? Where do I get a cheap replacement and or how to I check the power? Thanks in advance for any input.

Do you have stock fan, or aftermarket electrical fan????

The stock fan runs off the pulleys and should be running the minute the engine starts up.
Unless the fan clutch is going bad, but you'd hear it or could tell by grasping fans blades (when off) and move front to back to see if it has accessive play.

I bought it used. It is an electric. I did not know they came with fans off the crank.

If it's an 03 it's the 2.4 and it came with an electric fan from the factory. Is this true? Check the relay and fuse.
