Fender painting? remove and sand or not?

Just traded my 1997 TJ for a 2005 Rubicon. We want to touch up the fender flares but have heard removing them is a PAIN. So do you recommend sanding or no sanding and Krylon or Penetrol?

Man... u sold the 97, sigh, what good year! ....that's the year i own.
For mine, i simply loosened the bolts, then i slid index cards between the fender and the body, then i did a little extra taping of newspaper around the wheels/tires & any body that you could see above/beyond the index cards, and i used the plastic-paint (spray) from HD/Lowes. They came out beautiful, Satin black finish.
I assume the Rubicon's are plastic/black, otherwise i would definitely go PRO if they are body-colored glossy painted flares.

Mine were gray. I washed with dish soap (dawn), and when dry I masked off the fenders @ body. Put old bed sheets on tires/wheels. I sprayed with aerosol bed liner from Home Depot. Slight texture. deep black color. Will last for 3 yrs if vechicle is garaged-before any spots you got light coat on may show up.

Don't bother sanding them. But clean them very well and a plastic adhesion primer before you paint would be a good idea. Even with the Krylon Fusion it still likes to chip off.

I bedlined mine. Been 2 years with great results.

I did not use any primer, just a good wash job with dawn/soapy water and rinse. Not saying that it is better or worse-just I have not have any problems with any peeling or otherwise. I can say that that aerosol bedliner paint I used is extreemly tuff stuff. I painted a golf cart frame one time-and it resisted rocks,limb scrapes, etc
