floor board leak

Ok I really need some input from the GURU's here. I have a 1997 TJ sport, I have a water leak at bottom fornt corner two inches back of the passenger door. I have cleared the cowl intake vent drain and that didnt fix it. I sat there in the rain and watch it to start coming in from the bottom front corner of the passenger door, I thought AHH !! weather seal. I replaced the weather seal and no joy it is still is coming in from the same area. Any other thoughts on how to fix this PLEASE!!!!!!!!!
