Fuel Tank Issue

I recently bought a 1998 JT and when I filled the tank the other day gas leaked out from underneath. When I got home I noticed that the smaller hose that connects to the larger fill hose was disconnected. I would assume that this hose is a vent hose? well I decided to connect it back and when I started the Jeep it ran like crap. It was like it was not getting any gas or vacuum. Now I would have thought that this problem would occur if the hose was disconnected not connected. My Jeep runs great with the hose disconnected with only a slight smell of gas fumes.

did you check to see if there are any issues with the lines on top of the tank? there are two "breather" holes that feed back into a line that keep it pressurized. i'm at a loss, dont know what to tell you! i agree, it should perform opposite...

I'll remove the vent hose from the tank and check to see if its plugged but how could the tank pressurize if the hose is diconnected? I can't understand why it runs so good being disconnected.

Here is a picture of what hose I'm referring to. I removed the hose and its not plugged up anywhere. I stuck a smaller hose into the hole at the top of the tank and there was nothing plugged in there either. I want to connect the hose because I'm concerned that if the Jeep ever flipped gas would pour out the unconnected vent line.
