Hard Start issue

I have a 1997 TJ 4.0,,, When I turn the key over the first time and hold it is just turns over. Then I turn off the key and turn it back over and it cranks right up. I have replaced the fuel pump/filter, fuel regulator, starter, spark plugs/wires, cap/rotor, coil. still no change. is there something I am missing?

Try turning on the key wait 5 seconds then off without trying to start. The turn the key back on and start. If it starts right up then there is more then likely a leak somewhere that allowing the fuel pressure to bleed off.

This is another common problem on TJs. Chances are very likely that you got a faulty fuel pressure regulator.

If I turn the Key over 6-7 times but don't start the jeep it will start right up most of the time. I can turn the jeep off and leave it sitting for 5 min and I will have the same issue. If I cut it off and cut it back on it starts right up

Just happened to me the other day..just kept turning over and didnt start...i turned the key back, was like WTF, turned the key and it fired up. Cant get it to do that again

I bet my regulator is the original one..

Now where the eff is it located?

Easy way to tell if the pressure is holding, is to make up a pressure gauge for the fuel rail. requires a screw on fitting for a Schrader valve (like a tire valve) A stem for filling a tractor tire with water will work (check psi rating) and put a 0-60 psi gauge on the other end. If/when you turn key on, electric fuel pump should power up and pressurize the fuel rail at the injectors. If it does this slightly, then more the next time you cycle key, I suspect the regulator ( it should hold a steady 30 psi or so) and it should not bleed down. If it does the valve inside or on top of the fuel pump (maybe inside the regulator) is not holding. There has to be enough PSI for the injectors to spew a "mist" inside the cylinder. A new pump should have had a new filter. Was the gas tank clean inside? It could be possible there is some other electrical gremlin lurking. the gauge is the only way to tell what is happening. My 98 4.0L has to crank a little when cold, or after sitting for a while, otherwise it will crank right up cycling the key switch-indicating PSI drop after a while. Hope this helps.
