My YJ only blows from the defrost and the floor. The vents are for fresh air. The fan doesn't blow through them.

Does the fan blow?

I'm not sure, but I think the duct positions switch by vacuum lines that are connected to a diaphragm on a lever inside the dash.

I have a YJ, so I know I can't be much help to you.

Crawl under the drivers side dash and look to the right of the skinny pedal. You will see a couple of vacuum pull offs for the blend doors. Have someone move the vent switch from floor to vent to defrost and see if all actuators are moving. Then make sure the blend doors are not broken (common problem on TJs). Mine will not switch to defrost currently and there is a fix where you run a small screw through the end of the blend door arm to make it work. HTH
