Heater/AC Problem...

Hi all... I have a 99 Wrangler Sahara and am having a problem with the Heater/AC and need some advice. The heater/AC controls aren't working correctly. First the level control. It only works at all when the control is placed on High. If it is on Low, Med, or Med-Hi, nothing comes out, like it isn't even on. The other problem I am having is when I do put it on High, the control which selects where the heat/air comes from can only be set on Defrost, any other setting does not come on. You can also feel a tightness in the selector control, until you get to the Defroster at which point it feels like it slightly breaks free and turns on. Last but not least, when it is on, the heat really isn't heat, just seems like blown air. Anyone have any ideas, it would be greatly appreciated.

for the fan control, there is a resistor around the blower that can go out. If it does the fan will only work on High. Not sure about the other problem, I have the same thing going on with mine.
