Heater issues

Does anyone know how to fix the heat on the jeeps.. I have a 2006 and something's wrong with the heat.. When the heater is off warm air should come out of the vents when the jeep is moving and none does and the heater doesn't work when I turn the fan on level 1 & 2.. But on level 3 & 4 the heater works.. I'm not very mechanical but willing to give it a try.. Any ideas??

Possible that the blower motor resistor may need swapping.

Where is the blower motor resistor for 2006 Wrangler

Depends on the vehicle but when I turn the selector off in my TJ no air comes through when moving.
