Help!!!!!!

so i put a new water pump in today the old one and the new one look the exact same but theres a problem when i put the pulley on the water pump tighten it down and spin it the pull grinds in one spot on the water pump then goes back to being free again what does this mean???? is it the water pump ?????

Check behind the pulley to make sure a bolt is not sticking to far out and hitting on the pump casting.

I assuming it's fine with the pulley off? Correct?

Does this water pump shaft hub have a knock pin in it that you use, when putting the pulley on the pump, to line up the bolt holes?
