Help me..should I be concerned?

Im new to Jeeps and picked up my LJ a few weeks ago.

Was removing the factory steps & noticed these.

Look at these pics and tell me should i be concerned? And what exactly am I looking at? Looks like theyre leaking.

In my experience with leaks on diffs it would look furry!! They look clean.... Maybe they sprayed some cleaner/sealant on them? I say clean them up and see if they get dirty again!?
