Ok, that is tough alone. Pull the relays. Put the probe into the coil ground terminal, usually #85, & the other on the battery + post. Get the meter where you can see it from inside & turn the key on. If nothing move the probe to the #86 terminal.

Sometimes they reverse them. Usually the 86 is the power one & 85 is the ground. You can test that by finding which one has power with the key on, the other should have the temporary (2-3 second) ground.

You can’t really test the resistance. That is testing the internal resistance of the PCM circuit. Just test for voltage from battery + to 85 or continuity from battery - to 85 during the 2-3 seconds. Assuming 85 is the coil ground to the relay.

Well that is not good. The PCM is supposed to ground those relays to get fuel & spark. I'm not sure this will work but you can try this, pull & jump both the FP & ASD relays with short wires between the 30 & 87 terminals & see if it starts. Just don’t leave the FP jumped too long if it doesn’t start. There is no return line to the tank to bypass fuel so pumping when there is no delivery can cause pump damage & that terminal stays powered when the key is off. Just to make sure, check that fuse 11 is good, I know it won't start without that fuse being good.

I should add, make sure that fuses 6 & 16 in the PDC are good since they power the 2 relays at the 30 terminals.

No, box where the relays are. Fuse 11 is behind the glove box.

Fuses are good. Tried jumping relays. Nothing. And when I tested for voltage. It went from 0 to 10mv.

Cranks but no start, right? With the ASD jumped you should be getting power to the ignition coil & the injectors through fuse 21 in the PDC. Then it is the PCM that is supposed to pulse the ground to the coil from the CKP & the injectors from the CMP sensors. You can test for pulsing grounds while cranking the engine. Maybe find out if you are getting spark or fuel or neither.

Still don't understand why the fuel pump relay isn't being closed to pump. You don't have the silver SKIMM security key do you?

Idk. I'm going to stop and get some new relays on the way home. And worse come to worse I will run the fuel pump on a switch. It's not my daily driver. And I already have an empty switch. But I do want to try and figuar out what is wrong befor I give up. Is the PCM different from 1997 to 1999? Cause my comp is 97 and harness is 99.

If you have a multimeter, the relays are easy to test.

I tested them. They are good. Just don't know what else todo. I'm losing major sleep over this. It has taking me a year to get where I'm at and now this. I'm so lost.

How did you test them? If the resistance between termincals 85 and 86 are within spec and the continuity checks between terminals 30, 87 and 87a are correct, the relay is not the problem. Wiring problems can be a bitch. I've had one for 4 months and I just now found the problem because it only happened every now and then. Good luck man.

I know it's a wiring problem. But I'm still not convinced its not a computer problem. I got a code to all data. So I'm going to sit down tonight crack a few cold ones and trace wires. I will let y'all know what I burn it down haha
