Well you have a few options, pretty much all will require welding services. First you will need to closely inspect you frame to determine the extent of corrosion. from there you can consider the approach.
You'll have to do some welding. As mentioned above, Safe-T-Cap makes welding repair kits for that kind of damage. However when I repaired my frame damage there, I used just plain stock steel(ugly as hell, but it got the job done. If I could do it again, I would have done a better job with safe-t-caps). They run I believe around 300 a side. Best of luck!
I just looked and it is like 370 for the pair. My rot is no where near as bad but I am planning doing this as the rest of the frame really is in good shape considering it is an 02 and I live in Connecticut.
Last July I came out to find the passenger side of the skid plate hovering 3" above the ground, with some frame meat still attached. Not good. Picked up both mid-section caps from autorust.com for about $300. Had the frame cleaned up and welded these on, sturdy as hell now. Please don't weld the skid to the frame.

How do you attach the caps? Do haft to remove the body or no?
You won't have to remove the body. The safe-T caps are a U shape replica of the frame section that slide up from the bottom. The top of the frame typically does not rot through, so you should only have to remove the rotted portions of the bottom and sides. If left in place, those areas will just continue to rot, and you don't benefit from leaving any compromised metal behind. The fit on my caps was spot on, skid plate bolted up easily to the weld nuts that were already on the cap. Just don't forget to support the frame on either side of the area you're cutting out, and remove/relocate your gas line before you weld. You cut out the rust. You're not cutting your frame in half, you're cutting the bottom half of your frame(the part that is rusted) out then replace with new metal.
