If you also have the airbag light on along with no horn, then it's the clockspring. If only the horn doesn't work then check the horn fuse and horn relay in the fuse box under the hood on the passenger side. Location should be marked on the fuse cover diagram. If fuse is good, you can check the relay by swapping it for another of the same amperage such as the relay for the fuel pump to test the horn. Just make sure to put the relay back to it's original location after the horn test.
