is this normal?

When i have the pitman arm disconnected and the engine off, When i try to turn the steering wheel lock to lock when i get to the center is become stiff and hard to turn for about half a turn and then becomes easy again. I think my steering box is going. Is this supposed to happen?

No, that's not normal.
I don't know what would cause it though.

i think the steering box is bad cause my jeep have a wandering problem and i think thats not letting the wheels track straight down the road and my steering wheel does not center completely. My caster is fine. anyone else have experiece with steering??

If a steering box has alot of wear and has been over adjusted on the worm gear, it'll do that only in the strait ahead position. Makes it rough to try and drive strait on a bad road too.

Maybe a little more info would help. In looking at your signature, it looks like you have quite a bit of lift. Might it be binding at the tightest point (the center)? Have any pictures of the angles involved?
