Low Engine RPM

I searched for a couple days for an answer to my problem.

I have a 97 Jeep TJ. Lifted 4" with 33" tires and the 2.5.

Driving home the other day...the engine wouldn't rev over 3000 rpm...
Made it home and floored still nothing over 3000 with tranny in neutral and sitting in garage. Tried reving it with the throttle on the intake and still won't go over 3000.

Things I've done recently. New fuel pump. Fuel pressure regulator. Cap, rotor, wires, plugs, TPS. These were done a couple of months ago. The jeep is usually my daily driver. I haven't had the chance to do any wheeling lately so nothing random has gotten wet or fried...

Any help is appreciated.
