Low miles 2002 TJ with A/C problems

New TJ owner here. Be gentle.

Diving in the deep end here by buying a low miles (15K) 2002 Wrangler 4.0. It was definitely out in some weather and neglected but a lot of the cosmetic stuff was corrected (new top, new paint, etc).

A/C has some problems which seem common:

1) Fan speed only works at high speed (blower motor resistor or maybe switch)
2) hot/cold doesn't seem to change temp (blend door actuator or maybe control)
3) air only blows through defrost (top vent) (vacuum harness? switch? actuator?) -- need to check the vacuum line at manifold and look for cracks, but would appreciate other ideas as well.

What I already tried: bought an open-box control unit on Amazon and it didn't change a thing. Will be returning that part. I *think* that means the switches are OK, or maybe I got a bum part this time. Might buy a new one just to double-check.

Anyway, if you guys have any resources on the troubleshooting steps I should take or the order in which to tackle this problem, that would be awesome. Kind of want to get this neglected beast back into top condition since the milage is so low.

3. Both sound related so maybe a vacuum leak. hope this helps.

Belated update:

I changed out the blower motor resistor and that fixed the fan speed problem.

I then checked under the hood for the vacuum line that controls the blend doors (for hot/cold and diverters) and the line was disconnected from the reservoir (right by the passenger front tire). The connection looked cracked, so I used some duct tape, and it works. I ordered a new line ($10 part), so hopefully that will help with moving the diverters faster. I think it still needs a A/C checkup and recharge, so I'll take it in for that.
