lower control arm issues

Having issues with lower control arms. The bolts have play even though there right. Anyone dealt with this before?

Pic of bushing? If the bolts are super tight, there should be no play. My Rubicon express lowers had a torque rating of something like 120ft lbs.

Sounds like bad bushings to me. Im having mine done on Thursday. Mine arent to the point of moving the bolt but I do have the whole axle moving slightly causing wandering and a shimmy.
