I answered the same question on the enemy forum, but I'll expand on it here for the common good.
It would only be too much if the Jeep is too light to run the stiffer springs. My SWB TJ has 949s in the rear which, due to my heavy bumper/carrier/fullsize spare, resulted in 2" of lift. Any of the lighter rate OME coils would not have worked in my case. The ride is comparable to the 941s I ran with the stock bumper/carrier, though the lift was a bit less then. Everything is based on the sprung weight of the Jeep against the spring rate and length of the coils.
