New problem(s)

My windshield is fogging up while the fan is not on and when I turn the defrost on to clear it the AC sounds like its short cycling and it's not even on. Any clues??

I never noticed mine but that would be normal. The a/c helps with dehumidifying /defogging and most cars, the a/c automatically kicks on when defrost setting is selected.

Replaced my thermostat but windshield still fogging while all fan systems are off.

Heater core. I've been through heater cores on a couple vehicles and window fogging is one of the obvious signs. The fan does not have to be on. Vapor wil still move through the system.

The weather is warm now so I would consider bypassing the core by connecting the inlet and outlet hoses in the engine compartment until you get the core fixed.
