Oil pump install

Ok guys and girls..Im installing a long block in a 98 wrangler because it developed a knock it turned out to be the wrist pin in the #2 piston as it tossed the piston and I found it in the bottom of the oil pan. Its on the engine stand when I installed the oil pump and torque bolts to 10 and 17 ft lbs depending on lenth the shaft binds up?seems like a crapy design 2 bolts off set to one side.Anyone else had this problem and what do u do? I cant imagine thats the way its supposed to be I can turn the oil pump shaft with a srew driver but break out torque is high. Thanks in advance for the help.

Same case here, anyone who knows how to do this. Maybe someone may help us.
