Unhappy P1294 trouble code

I own 1998 Jeep Wrangler TJ. Couple days ago I vent for emission inspection and fail because of the trouble code P1294. What's mean "Target Idle Not Reached". I got some explanation and basically they say, that there is a leak somewhere on the Throttle Body or maybe on IAC. OK, I just wondering, can I do something by myself? How to find this leak?

Did you get a check engine light? If so, go to autozone, borrow an OBDII reader, see how many of those codes stacked up (should tell you how many times that code happened). If it's just once, clear it and go back for another inspection.

If you have a lot of codes stacked up or it comes back very soon after you clear the code (and CEL if it's popping up) then, I recommend starting with the easy stuff, checking for vacuum leaks, cleaning the IAC, checking the air filter etc.
